Approve WestLand Resources, Inc. Contract Proposal P10338, not to exceed $341,617, to conduct a Design Concept Study of the proposed 12-mile pipeline from the San Jose Wastewater Treatment Plant in Bisbee to the vicinity of the San Pedro River for the purpose of recharging treated effluent.
Background:
Funding for this project is budgeted from the Flood Control District and a $250,000 grant from the Department of Defense and Cooperative Agreement W9124J-15-2-0001 with Fort Huachuca, approved by the Board in July.
The Bisbee Effluent Recharge Project was initiated in 2019 through an Option Agreement between the City of Bisbee and the Board of Supervisors to purchase a minimum of 200 acre-feet of effluent from the City's San Jose WWTP, for the purposes of conveying and recharging the aquifer in close proximity to the San Pedro River at or near the border with Mexico. This is to enhance and sustain flows in the river that have been declining in this reach for more than a decade.
The design concept study is the next step in implementing this project as part of the Cochise Conservation and Recharge Network and Option Agreement with the City of Bisbee.

Impact of NOT Approving/Alternatives:
Not approving this funding would result in the inability of the Flood Control District to move forward with the Bisbee Effluent Recharge project per the Option Agreement signed between the Board and the City of Bisbee in 2019 and as a good faith member of the Cochise Conservation and Recharge Network and partner with Fort Huachuca. In addition, it would be detrimental to Fort Huachuca's resilience and efforts to protect the San Pedro River and its missions.
