Approve Contract between JE Fuller Hydrology & Geomorphology, Inc. and Cochise County Engineering & Natural Resources for Bella Vista Detention Basin Project Design, in the amount of $309,157.

Background:

In July of 2022 the Flood Control District Board approved a grant with the US Army Environmental Command in the amount of $1,500,000, for construction of Stormwater Management project Bella Vista/Coyote Wash Detention.  Cochise County Engineering and Natural Resources received a proposal from JE Fuller to provide design and construction plans for a detention basin next to the Bella Vista wash that will help reduce flooding along this wash.  The design of this project is the match from the FCD for the grant.
 

Department's Next Steps (if approved):

FCD to have Consultant complete construction plans and specifications for the Bella Vista Detention Basin Project. 

Impact of NOT Approving/Alternatives:

If not approved, ENR will not have construction plans to reduce flooding along this drainage area which would result in the inability of the Flood Control District to complete the Bella Vista/Coyote Wash Flood Control project as a good faith member of the Cochise Conservation and Recharge Network.  In addition, it would be detrimental to Fort Huachuca's resilience and efforts to protect the San Pedro River and its missions.
