Agenda Item Text:

Approve Intergovernmental Agreement (IGA) CTR064461, Workforce Development Grant, between the Arizona Department of Health Services (ADHS) and Cochise Health & Social Services, to provide support to local health departments, in the amount of $456,893, effective December 1, 2022 through November 30, 2027.

Background:

IGA CTR064461 is the result of the Centers for Disease Control and Prevention (CDC) awarding ADHS a five (5) year, non-competitive grant titled: Strengthening US Public Health Infrastructure, Workforce, and Data Systems. Supported in part by the American Rescue Plan Act (ARPA), the grant is a groundbreaking investment that supports critical public health infrastructure needs of jurisdictions across the United States. Funding from this grant will help ensure that every U.S. community has the people, service and systems needed to promote and protect health. The grant creates a foundation for CDC’s public health infrastructure work and provides maximum flexibility so jurisdictions can address their most pressing needs; and ADHS will focus its work with local health departments to implement the grant’s workforce development strategies to hire, retain, sustain, and train the public health workforce.

CHSS Leadership determined that retaining staff through retention payments was the strategy that would be best for our circumstances.

The document outlining the criteria and schedule for retention payments is attached as a separate document.

If utilizing these funds for a retention payment is unacceptable to the BOS, the funds will be used for Strengthening Workforce Planning, Systems, Processes, and Policies.

Department's Next Steps (if approved):

CHSS will begin working with County Finance and County Human Resources to implement retention payments for its employees. Alternatively, we will develop a workplan focused on Strengthening Workforce Planning, Systems, Processes, and Policies.

Impact of NOT Approving/Alternatives:

CHSS will not have the opportunity to increase retention of valued Public Health professionals through a retention payment or Strengthening Workforce Planning, Systems, Processes, and Policies at CHSS.
