Approve Professional Services Agreement 23-23-HEA-01, between Cochise Harm Reduction and Cochise Health & Social Services, for Syringe Exchange Services in support of the Justice Reinvestment Fund established through an act of Legislation in the amount of $89,831, effective June 1, 2023, through May 31, 2024.
Background:
This service agreement with Cochise Harm Reduction will utilize the 2nd year of funds generated by the Justice Reinvestment dollars. Cochise Harm Reduction will be required to provide the CHSS Health Director with an annual report of their efforts and the impact on our community members.
The Service Agreement is for $89,831 which represents the full amount of funding received in the 2nd year through the Justice Reinvestment Funds. This arrangement prevents the duplication of these services in our County.

Impact of NOT Approving/Alternatives:
CHSS will have to find an alternate way to expense the Justice Reinvestment Funds in a manner that aligns with the requirements of the law.
