Approve the Loaned Employee Intergovernmental Agreement (IGA) between Cochise County and Southeastern Arizona Communications Center (SEACOM), effective December 19, 2023, through December 19, 2025.
Background:
Tammi-Jo Wilkins, a County employee, is currently serving as the interim Executive Director for SEACOM, and she has the requisite education, background, skills, and experience to manage SEACOM and serve in this role for a longer term. Under the IGA, the County shall continue to pay Wilkins' salary, health, retirement and other benefits. In consideration for the Couny loaning this employee, SEACOM will reimburse the county 100% of all loaned employee compensation and benefit costs monthly. SEACOM will maintain oversight and supervision of the employee and the employee's "at-will" status shall remain. The employee will work at the SEACOM location and have all office space, support services and supplies to perform duties as necessary. The agreement can be terminated by either party with 30 days advance notice.
Department's Next Steps (if approved):
Ms. Wilkins will continue serving as Executive Director of SEACOM and Human Resources/Finance will track SEACOM reimbursements.
Impact of NOT Approving/Alternatives:
SEACOM will not have an Executive Director and a new recruitment search will be initiated.
