Approve Opioid Abatement Funding Grant AG24-011 from the Office of the Arizona Attorney General, for the Medications for Opiate Use Disorder (MOUD) program, and contraband detection and reduction, for the purpose of reentry planning, in the amount of $1,046,861.38 for the period of January 1, 2024 through December 31, 2024.
Background:
As of August 2023, Attorney General Kris Mayes reports that her office has secured consent judgments finalizing multiple historic multi-state settlements with pharmaceutical companies for their roles in the opioid crisis. The Arizona Attorney General’s Office (“AGO”) previously reached an agreement with 91 Arizona cities and towns and all 15 counties, providing the framework of the One Arizona Distribution of Opioids Settlement Funds Agreement (the “One Arizona Agreement”) to expeditiously distribute funds from future opioid settlements across Arizona. As part of the One Arizona Agreement, the Arizona Legislature appropriated a portion of the settlement funds to the AGO during the 2023 legislative session for purposes of providing funding for grant programs to address and ameliorate opioid abuse across the state during FY2024.
To achieve this goal, the AGO proposes $11,500,000.00 be immediately available in grant funding to be distributed to counties that established a coordinated re-entry planning services program within a county jail pursuant to A.R.S. § 11-392 on or before June 30, 2023, for purposes of mitigating the opioid crisis by upgrading reentry programs for criminal-justice-involved individuals. This Request for Grant Application (“RFGA”) is funded by the State share of opioid settlement fund disbursements per the One Arizona Agreement.

Department's Next Steps (if approved):
When approved, the Sheriff's Office will work with Procurement to obtain MOUD and contraband reduction devices (body scanners). The Sheriff's Office will also begin work with Human Resources to hire MOUD Nurses and Community Reentry Specialists.
Impact of NOT Approving/Alternatives:
If not approved, the Sheriff's Office will continue to use the limited funds available to operate a partial MOUD and reentry program. The Sheriff's Office will also utilize other less effective methods to deter contraband.
