Approve Amendment 6 to Contract Number YH16-0018-13, Revision of Rates for State Fiscal Year 2024 (SFY 24), between the Arizona Health Care Cost Containment System (AHCCCS) and Cochise County. 

Background:

This Intergovernmental Agreement with Arizona Health Care Cost Containment System allows Cochise County Detention Health Services to be charged at a lower rate when inmates are hospitalized. The Intergovernmental Agreement has been in effect since 2012 and over the years, it is estimated that it has saved Cochise County well over $100,000 in medical expenses. This Agreement allows for AHCCCS to be suspended rather than terminated when an individual is booked into jail, which allows services/coverage to be immediately reinstated upon the inmate's release, affording no gap in coverage and prompt access to medical services. 
The purpose of Amendment #6 is solely to revise rates for SFY24. All other terms and conditions of the original contract remain unchanged and in full effect. The revision of rates applies to the Administrative Annual Cost Estimates for Cochise County and the Quarterly Estimate of State Match Advance Payments for SFY24.

Signed/approved IGA Amendment is returned to AHCCCS.
Ensure Cochise County account maintains the minimum required balance of $10,000. 

Impact of NOT Approving/Alternatives:

Cochise County would be required to pay for inmate hospitalizations without the benefit of the Medicaid Eligible Fee For Service Project, in turn this would drastically increase the amount of funding utilized for these instances. Not approving this IGA Amendment also increases the chance of newly released inmates not having prompt access to necessary medical care in the community.
