Approve Intergovernmental Grant Agreement GA-ARPA-COCH-102124-01, State of Arizona, The Office of the Governor, for the Cochise Conservation and Recharge Network, Coyote Wash Stormwater Management Initiative, in the amount of $1,500,000, effective October 21, 2024, through December 31, 2025.
 

Background:

The Bella Vista Ranch/Coyote Wash Stormwater Management and Recharge Project has been in the monitoring, planning, study, and design phases since its acquisition in 2014 with the help of Fort Huachuca's ACUB (Army Compatible Use Buffer) funds.  From 2015 to 2018, a Phase 1 and Phase 2 Recharge Investigation was conducted on the Bella Vista Ranch with the result that Coyote Wash was the priority location for a flood control structure and recharge site.   In December of 2022, the Board approved a design contract with JE Fuller to provide design and construction plans.  The design will be completed by November of this year.  In July of 2022, the Board approved a construction grant of $1,500,000 from the Department of Defense’s Readiness and Environmental Protection Integration (REPI) Challenge and in June of 2024, the Board approved a $3,000,000 Water Infrastructure Finance Authority of Arizona (FWIFA) Grant that will be combined with this Grant of $,500,000 plus $500,000 from FCD funds for the estimated construction cost of $6,500,000.  Construction should start in February of 2025 and be completed by end of 2025. 
 

Department's Next Steps (if approved):

Proceed with Grant acceptance process, complete design and construction of project.
 

Impact of NOT Approving/Alternatives:

Not approving this funding would result in the inability of the Flood Control District to complete the final construction step in the Bella Vista/Coyote Wash Stormwater Management and Recharge Project as a good faith member of the Cochise Conservation and Recharge Network and Fort Huachuca Sentinel Landscape. In addition, we would have to decline the construction REPI and WIFA Grants.
