Agenda Item Text:
Discussion and possible direction regarding the relocation of the Sierra Vista Jail, including considerations for additional staffing requirements to operate the facility.
Background:
Presently, the one of the greatest challenges facing the Cochise County jail is providing housing for its specialty populations (i.e., behavioral health, medical, high risk security threat inmates, adult females, and remanded juveniles, etc.) in a safe, secure, efficient, and effective operational environment. Increasingly, the legal requirement to separate juveniles remanded to adult custody by sight and sound from adult offenders, places tremendous stress on the facility and staff; not to exclude, the increasing population of offenders with mental health issues, high risk security threat inmates, and adult females requiring protective custody and other special housing needs. By utilizing the current juvenile detention facility the Sheriff’s Office could more effectively manage our constantly changing classifications. Because of the physical layout and size of the building (42 beds vs 19 beds) we also request an additional 21 staff funded by the district. Some of these staff would also become the transitional team for the new jail.
