Approve Intergovernmental Agreement (IGA) between Cochise County and the City of Douglas for state required testing and monitoring of the Bisbee-Douglas International Airport (BDI) water and water supply system, in the amount of $2,190 per month, effective January 1, 2025, through January 1, 2027.

Background:

To ensure continued compliance with the Arizona Department of Environmental Quality (ADEQ) inspection requirements, the County wishes to renew an IGA with the City of Douglas to provide state required testing and monitoring of the BDI water and water system. The previous IGA was effective June 1, 2023 to January 1, 2025 at a rate of $1,850 per month. This IGA is for another two-year period, and the rate has increased to $2,190 per month. This amount is within the fund budget. The County and the City have had similar agreements for services since 2012.
 

Department's Next Steps (if approved):

Provide access to the City of Douglas to continue performing daily inspections and required monthly testing/monitoring of the water supply system.

 

Impact of NOT Approving/Alternatives:

The County will not be able to comply with mandatory ADEQ requirements for testing and reporting of test results.
