Authorize the Development Services Department to submit a grant application to the Community Foundation for Southern Arizona for housing repairs.

Background:

During the past two years Cochise County has developed a housing repair program that provides needed housing repairs for low to moderate Cochise County residents. The most common repairs include roofs, heating and cooling systems, and hot water heaters. We have funded these repairs with grant funds. No matching funds have been required. The Community Foundation of Southern Arizona, which is acting as a pass-through for the United States Environmental Protection Agency, is accepting grant applications for housing repair projects that improve indoor air quality and water and energy efficiency. The installation of new roofs, efficient heating and cooling systems, efficient hot water heaters, and low flow toilets fulfill these requirements. This funding would fill a gap in areas where we have not previously been allowed to expend significant grant funds. This includes properties within the city limits of Sierra Vista and Douglas and within the floodplain.  

Department's Next Steps (if approved):

If approved, the Development Services Department will submit a grant application to the Community Foundation of Southern Arizona in the amount of $350,000 for housing repairs for low-to-moderate income Cochise County residents. 

Impact of NOT Approving/Alternatives:

If this request is not approved, low-to-moderate income Cochise County residents who reside in the floodplain or within the city limits of Sierra Vista or Douglas will not be able to receive significant housing repairs under the County's existing grant-funded housing repair program.
