Approve an agreement for E-Rate consulting services between Cochise County Library District and Yavapai County School Superintendent for a three-year term, effective July 1 2025 through June 30 2028, in the amount of $7,500.
 

Background:

This is a renewal of a professional services agreement which was established in 2017 and renewed in 2019 and 2022.  The agreement was approved by the Board of Supervisors on each occasion.  The terms of the renewal are unchanged, including the annual charge of $2,500 per fiscal year.

The E-rate program offsets the cost of internet service and related equipment for the libraries, and working with a consultant is more cost-effective than having library staff manage the program.

Department's Next Steps (if approved):

If this request is approved, the Library District will continue to use E-Rate consulting services offered by the Yavapai County School Superintendent to apply for and manage E-Rate funding through the 2027/28 fiscal year.

Impact of NOT Approving/Alternatives:

If the agreement is not approved, the department will need to devote a great deal of staff time to E-Rate applications and documentation.  Participating in the program is a necessity because E-Rate pays 80% of the cost of internet service for the Library District and rural branches.

This agreement specifies a cost of $2500 for fiscal year 2022/23, $2500 for 2023/24, and $2500 for 2024/25. The Library District budgets funds for this under Professional Services (421.000).
