Agenda Item Text:
Approve Intergovernmental Agreement (IGA) between Cochise County and the City of Douglas for the acquisition of right-of-way for the Kings Highway Right-of-Way Project, in support of the future Commercial Land Port of Entry west of Douglas
Background:
The City of Douglas and Cochise County have collaborated extensively to support the future development of a Commercial Land Port of Entry (CLPOE) west of the City, aimed at diverting commercial traffic from the existing Raul H. Castro Port of Entry and reducing congestion. In alignment with this shared vision, the City of Douglas has donated an 80-acre parcel of land along the U.S./Mexico border to the federal government for the new CLPOE, along with a commitment to extend necessary utility infrastructure.
Department's Next Steps (if approved):
Execute agreement.
Impact of NOT Approving/Alternatives:
Failure to approve the IGA would jeopardize access to the future Commercial Land Port of Entry, delay critical infrastructure development, hinder regional economic growth, and risk the loss of coordinated funding and intergovernmental collaboration.
To BOS Staff: Document Disposition/Follow-Up:
Send executed copy to the City of Douglas, Development Services and Engineering.
