Appoint Melissa Avant to the position of Elections Director, effective May 27, 2025.

Background:

The Elections Director position was opened and advertised from March 3 to March 31, 2025. Applications were reviewed after March 31 by Interim County Administrator Sharon Gilman, Deputy County Administrator Joe Casey, and Human Resources Director Jennifer Graeme. Three finalists were selected for interviews with Gilman, Casey and Marisol Renteria via Teams on April 8 and 9. Melissa Avant was identified as the top finalist, and then an in-person interview and tour was conducted on May 1. Board of Supervisor members had an opportunity to meet with Melissa one-on-one either in person or on the phone on May 1 and May 8. Following feedback from the interview panel and individual discussions with the Board members, the County Administrator is recommending Ms. Avant for appointment to Elections Director.

Ms. Avant's resume and cover letter are attached for further information on her qualifications and experience.

Ms. Avant has confirmed that she will attend the Secretary of State Election Officer Certification training June 2 - 6.

Department's Next Steps (if approved):

Ms. Avant will attend New Employee Orientation on May 27. First day in office will be May 28.
Staff to prepare forms for On-Boarding and IT access permissions.

Impact of NOT Approving/Alternatives:

The Elections Director recruitment will need to be re-opened. This will delay the transfer for Ms. Renteria back to IT, and impact the ability of a future new-hire to obtain certifications prior to the Special Elections this summer and early fall.
