Approve Intergovernmental Agreement CTR076470 with Arizona Department of Health Services (ADHS) for the Healthy People Healthy Communities project, which provides for the addition of Health Educator III (1 FTE) and Behavioral Health Tech position (1 FTE) as well as 8 existing positions, in the amount of $741,976.50, for the period of July 1, 2025, through June 30, 2026.
Background:
The Healthy People Healthy Communities IGA was implemented by the Arizona Department of Health Services to support the goals of the state’s Health Improvement Plan (AzHIP). This IGA combines several programs into one shared agreement—Tobacco Prevention, Health in Arizona Policy Initiative (HAPI), Chronic Disease Prevention, Teen Pregnancy Prevention, and the Suicide Mortality Review Program. Now in its 11th year, the IGA serves people of all ages—youth, teens, and adults. The programs address several health priorities, including but not limited to: cardiovascular disease, chronic lower respiratory diseases, Alzheimer’s, cancer, obesity, teen pregnancy, tobacco and vaping use, worksite wellness, school health, and suicide mortality review. Outreach is provided through group workshops, health fairs, classroom education, policy development assistance, and fatality reviews. This IGA currently funds 10 county positions. The total budget for all programs is $741,976.50.
This IGA starts the beginning of a 5-year contract, and one major change this year is an increase in funding. We will receive an additional $110,555.50—$100,000 in Tobacco Prevention, allowing us to add a new health educator, and $10,555.50 in HAPI. The funding increase will help support education, promotion, and resources throughout Cochise County, and fund one additional position.

Impact of NOT Approving/Alternatives:
Failure to approve this item would result in the termination of the CCHSS Healthy People Healthy Communities contract. This would significantly hinder local efforts to address critical health issues such as chronic disease prevention, tobacco use, and teen pregnancy. Essential community outreach activities, school-based education, and local policy development support would be discontinued. Additionally, Suicide Mortality Reviews (SMR) would revert to the state level.
