Approve the Purchase Agreement for parcel numbers 104-74-010D, 104-80-0013A, and 104-74-010B from Mark Knaeble and Kathleen Heaney, husband and wife, in the amount of $300,000 for the Bisbee Effluent Recharge Project.
Background:
Cochise County is a member of the Cochise Conservation Recharge Network (CCRN). Existing recharge projects have multiple benefits, including the reduction of road flooding, reduction of residential flood damage, sediment control, stabilization of water supply for private well owners, groundwater storage, and water reuse/recharge. The Bisbee Effluent Recharge Project is one of the CCRN's planned projects. This project will reuse treated effluent from Bisbee's wastewater treatment plant by recharging it into a recharge basin. A 97.82 parcel which is optimally located for a recharge basin has been offered for sale. This property is located near the international border. The owners, Mark Knaeble and Kathleen Heaney, husband and wife, of this property have entered into a purchase agreement with Cochise County to sell this property for $300,000 which is below the appraised value. The purchase agreement is contingent upon the Board of Supervisors' approval.
Department's Next Steps (if approved):
If the Board of Supervisors approves the purchase of this property, the Engineering & Natural Resources Department will pursue the purchase of this property through a Title Company.
Impact of NOT Approving/Alternatives:
If the Board of Supervisors does not approve the purchase of this property, the optimal recharge site for the Bisbee treated effluent will be lost.
