Adopt Resolution 25-24 Ordering the Continued Establishment of the Cochise County Jail District Contingent Upon Voter Approval of an Excise Tax at the November 4, 2025, Election.
Background:
Pursuant to A.R.S. § 48-4001 et seq., counties may establish jail districts upon voter approval to acquire, construct, operate, and finance jail facilities. Following the Board’s adoption of a resolution of intent on July 1, 2025, and the required public hearing held on August 5, 2025, the Board now considers final adoption of Resolution 25-___. This resolution orders the continued establishment of the Cochise County Jail District contingent upon voter approval of an excise tax, not to exceed 0.50%, to be decided at the November 4, 2025 general election. If approved, collection of the tax will terminate upon full repayment of any secured financing or by July 1, 2043—whichever occurs first. The resolution also authorizes preparation and distribution of a publicity pamphlet in accordance with A.R.S. § 48-4021(C).
