Approve Contract 24-38-BOS-01 with Vanir Construction Management Inc. for Owner’s Representative Services for the Cochise County Jail Project, in the amount of $385,196, to be funded from jail excise tax revenues.
Background:
Project Manager, Phil Bourdon worked with Procurement in releasing Request for Qualifications, 24-38-BOS-01, Owners Representative Services for Cochise County, for public solicitation. The due date for vendor statement of qualifications was July 11, 2024. Three vendors submitted their Statement of Qualifications. An evaluation committee comprised of employees from: County Administration, Court Administration, Facilities, and the Jail evaluated all three vendor qualifications. Three vendors were chosen to give an onsite presentation. From those three, Vanir Construction Management Inc. was chosen to be awarded a contract.
The initial contract award to Vanir Construction Management Inc. in the amount of $385,196.00 will provide Pre-Design Planning Services for the Cochise County Jail Project as described in their attached Scope of Services and Fee Proposal.

Department's Next Steps (if approved):
Issue Purchase order to Vanir Construction Management Inc. and begin working with Vanir on the Cochise County Jail Project.
Impact of NOT Approving/Alternatives:
Cochise County will not have an Owner’s Representative managing the new jail project’s planning, design and construction. Existing County staff would need to manage the jail project, which would provide insufficient resources for a project of this size and complexity.
