Accept the County Engineer’s recommendation to set a public hearing date to establish James Ranch Road as a declared county highway to comply with the Intergovernmental Agreement (IGA) previously approved on December 10, 2024 regarding the proposed commercial International Port of Entry located near Douglas, Arizona.
Background:
In a previously Board-approved action on December 10, 2024, Cochise County entered into an Intergovernmental Agreement with the Arizona Department of Transportation regarding the proposed commercial International Port of Entry located near Douglas. As part of the Agreement, Cochise County will acquire the necessary rights of way for James Ranch Road. In accordance with ARS 28-6701-6703, the action before you today is to accept the County Engineers' recommendation and to set a public hearing date for September 2, 2025. At the future public hearing, the Board may establish James Ranch Road as a County Highway thereby facilitating the acquisition.
Department's Next Steps (if approved):
Upon acceptance of the County Engineers' recommendation, a public hearing will be scheduled and advertised as required by state statute.
Impact of NOT Approving/Alternatives:
James Ranch Road will not become an established county highway, and rights-of-way will not be acquired.
