Proposed Abandonment of Public Alleyways in Blocks 15 and 22 located within the Dragoon Townsite.
Background:
Daniel J & Cindy S Tapia submitted a Roadway Abandonment Application on 12/07/22 for the alley that runs in between two of their parcels. Their main goal is to be able to combine their 3 parcels. They currently use the unmaintained native road known as Cochise Dr as the main entrance to the home. Travis Gere, of Gere Enterprises, submitted an Abandonment application 7-31-24, requesting the alley of Block 15, adjacent to Block 22, be abandoned. They also wish to combine their adjacent parcels. Cindy Tapia and Gere Enterprises decided to combine their requests, and an updated application was received on 02/11/25 from Cindy Tapia.
A review of the criteria for the abandonment was conducted as follows:

- If the abandonment is granted, no current parcel would be denied legal access.
- The adjacent landowners are all in favor of the proposed abandonment.
- There are no objections from the County Planning Manager.
- A site review of the proposed abandonment confirmed that the alleyway is open for use but is mostly native desert with some vegetation.
- Local utility companies were contacted. The only conflict found was that Sulfur Springs Valley Electric Co-Op power poles lie within the alley of Block 15. SSVEC has provided signed easement agreements with the owners that will be recorded concurrently with the Resolution and Quit Claim Deeds if approved.
- The Administrative Fee of $300.00 and a Land Purchase Fee of $2,775.00 have been received. The land purchase fee is based on the current land values within the vicinity as set for tax assessment valuations with a 50% discount based on the area that does not qualify as a buildable lot.
- The alleyway is not used by the public and no objections were received. This department recommends full abandonment of the alleyway in Blocks 15 and 22 of the Dragoon Townsite, which is unnecessary for public use as an alley.
Department's Next Steps (if approved):
If abandonment is approved, and once abandonment documents have been executed, no further Board action is required.
Impact of NOT Approving/Alternatives:
If the abandonment is not approved, the alleyways in Block 15 & 22 Dragoon Township will remain a public right-of-way.
