Adopt Zoning Ordinance 26-04 to repeal Zoning Ordinance 25-14 and revert the zoning of tax parcels 407-68-007A, 407-68-008B, 407-68-010, and 407-68-013E from LI (Light Industry District) to RU-4 (Rural District, one dwelling per 4 acres) pursuant to the application of Tactical Holdings LLC (Supervisor District 2).
Background:
The County received an application from Tactical Holdings LLC (applicant) to revert the zoning of APNs 407-68-007A, 407-68-008B, 407-68-010, and 407-68-013E from LI (Light Industry District) to RU-4 (Rural District, one dwelling per 4 acres). The parcels total about 115.6 acres and are located at the southwest corner of N. James Ranch Road and W. Highway 80.
The Board of Supervisors conditionally approved rezoning the property from RU-4 to LI on July 22, 2025 (Zoning Ordinance 25-14), requiring easement dedications. The applicant states that these easements make the planned development economically infeasible and were not fully understood until after Ordinance 25-14 adoption. The applicant therefore declines to dedicate the easements and requests reversion of the current zoning.

Department's Next Steps (if approved):
The department will update the county zoning map to reflect the new RU-4 zoning district if reverted by the Board.
Impact of NOT Approving/Alternatives:
The parcel will remain LI and future development will conform to applicable use and site development standards of the LI zoning district; however, no building permits may be issued until the conditions of zoning ordinance are fulfilled by the dedication of easements.
