Approve an increase in the construction project contingency budget for the existing Bella Vista Detention Basin Construction Contract 26-05-ENG-01, in the amount of $551,885.50 for a total construction contingency budget of $827,828.25.
Background:
The Bella Vista Detention Basin Project will provide flood control and recharge in the area west of Moson Road and south of Charleston Road. The Construction project was bid at $5,518,855.00 with a five percent contingency ($275,942.75 ) for possible changes that may occur. This was approved by the FCD Board on 10/7/2025. Additional construction charges ($468,687.64) have been identified that are needed to complete the project. Therefore, a transfer from Flood Control District Contingency funding to add additional funds to the contract is required. Flood Control District staff recommends that the FCD Board approve a construction contingency change in the amount of $827,828.25 in order to complete the project.

If approved, the change orders will be approved by the department Head and the project will be completed.
Impact of NOT Approving/Alternatives:
The Bella Vista Detention Basin will not be completed, and we will not be in compliance with grant funds. With the project partially complete, stormwater would undermine the flood control construction already in place.
To BOS Staff: Document Disposition/Follow-Up:
Approval will inform Procurement Department (Anne Coppola) to increase contingency associated with the project. Engineering and Natural Resources interim Director (Brad Simmons) to sign Change Order Request and return to the Contractor and Procurement.
Fiscal Impact
Fiscal Impact & Funding Sources (if known):
The Flood Control District applied for and was awarded a Water Infrastructure Finance Authority grant ($3M), a Governor Hobbs grant ($1.5M), a Readiness and Environmental Protection Integration grant (1.5M) and $0.5M in County Funding totaling $6.5M for the project. The project is under construction now with an estimated completion by February 20, 2026. The funding has been set aside from the approved grant funds in the FCD budget. The county share of the budgeted funding is 8%. The rest is grant funded. Upon approval the County share will be used to fund the remaining outstanding amount. Any funds not used at the end of the project will go back to County funded portion.
