Approve Software Services Agreement with Village Creed Corporation (dba PATHS) and Cochise County School Superintendent for the Cochise County Fentanyl Reduction Pilot, effective upon execution by all parties.
Background:
The Cochise County Fentanyl Reduction Pilot addresses the alarming rise in fentanyl-related teen drug deaths. In 2022, 22 high school students died each week from overdoses nationwide, and by 2023, 76% of teen drug fatalities involved fentanyl. Arizona, including Cochise County, has seen sharp increases in opioid-related deaths, with social media platforms like Snapchat, TikTok, and Instagram serving as major distribution channels.
To combat this crisis, the pilot will implement PATHS, a HIPAA- and SOC 2-compliant digital health platform that delivers bilingual educational “Paths” for students and parents. Seven schools in Cochise County will participate, supported by the Arizona Department of Education, STOP-IT Campaign, and NFL Alumni Health. The program includes curated opioid prevention content, interactive lessons, naloxone awareness, and video campaigns featuring influencers and physicians. All engagement will be tracked to provide real-time insights and measurable outcomes.
The initiative combines in-school rollout with a robust communication campaign, leveraging social media and video-driven outreach to maximize reach. Success will be measured through engagement metrics, surveys, and behavioral insights, culminating in an impact report for funders and statewide adoption consideration. Bilingual delivery ensures cultural relevance and family inclusion throughout the program.
The program will be piloted in 7 districts: Berean Academy, Bisbee, Douglas, New Crossroads Academy, PPEP TEC, Sierra Vista, and Tombstone. The initial pilot will focus on 8th – 12th grades.
The pilot program is made possible by a collaborative effort with the Mayo Clinic, PATHS, and generous funding from the NFL Alumni Association.

Department's Next Steps (if approved):
Once the agreement is signed, we will work with the Mayo Clinic and PATHS on a promotional campaign for participating schools. A project management plan will be developed with PATHS to help maximize student participation and evaluate the effectiveness of the technology application.
