Background:
This is a staff-initiated text amendment to the Cochise County Zoning Regulations to define “Data Center,” require Special Use Authorization in the RU, GB, LI, and HI Zoning Districts, and establish standards for their siting, development, and operation. The item was presented for discussion at the January 14, 2026 Planning and Zoning Commission work session and the February 11, 2026 joint Board of Supervisors/Planning and Zoning Commission meeting to obtain feedback and direction. Based on that input, staff has prepared a proposed ordinance for formal consideration. Cochise County is proactively preparing regulations in response to the rapid growth of data centers nationwide. The proposed ordinance establishes clear standards and application requirements prior to the receipt of any specific development proposals.
