Approve MOU 2026-405b-502 from the Governor's Office of Highway Safety (GOHS) to the Cochise County Sheriff's Office for overtime and employee-related expenses for the "Buckle Up Arizona... It's the Law" program, in the amount of $4,000, effective May 18 - May 31, 2026

Background:

Motor vehicle collisions continue to be the leading cause of death, injury, and property damage in Arizona and the United States.  A number of factors contribute to the risk of collisions, including: vehicle design, speed of operation, road design, road environment, driver skill and/or impairment, and driver behavior. The human factor that has consistently been identified in reducing collisions and minimizing their effects is the consistent use of seat belts and child safety seats. This MOU is valued at $4,000.00, as provided by the Governor's Office of Highway Safety.

Department's Next Steps (if approved):

If approved, the funds will be deployed in a manner consistent with the MOU requirements in support of the Buckle Up Az campaign, with overtime and employee-related expenses being covered.

Impact of NOT Approving/Alternatives:

If not approved, the Cochise County Sheriff's Office will not be able to deploy resources in support of the Buckle Up AZ  campaign, as the budget and standard staffing levels will not permit.

To BOS Staff: Document Disposition/Follow-Up:

Please return two (2) MOU with original signatures as provided by Sgt. Tod Linendoll. Provide a copy of the minutes to Celina Ybarra as soon as possible as there is a timetable to have the funding line established for the use of the funds during the contract time period.
