Approve the Certification of Consistency with the Consolidated Plan for the Fiscal Year 2011 HOPWA Permanent Supportive Housing Renewal Grant which will be submitted by the Housing Authority of Cochise County.

Background:

The Housing Authority of Cochise County (HACC) has administered the Housing Opportunities for Persons With AIDS (HOPWA) program for more than six years.  This program is currently assisting 26 qualifying households with rental assistance for permanent housing.  In addition, short-term utility, rental, and mortgage assistance are offered for qualifying households who are facing a crisis which temporarily prevents them from paying their bills.  The renewal grant application is due March 1, 2011 and if awarded, January 2012 would begin HACC's third consecutive three-year grant cycle.

Department's Next Steps (if approved):

If approved, HACC would submit the grant renewal application due March 1, 2011. 

Impact of NOT Approving/Alternatives:

The impact if not approving would result in the grant not being awarded.  The signed Certification of Consistency with the Consolidated Plan is mandatory with the grant application.  Without the grant, Cochise County would lose the revenue, and persons diagnosed with AIDS in our community who benefit from this program may find themselves with no other resource to assist with rent, mortgage, and/or utilities.

Housing Opportunities for Persons With AIDS (HOPWA) 2011 Renewal Grant is the funding source. The fiscal impact is $611,582 for a three year grant.
