Approve the Sulphur Springs Electric Cooperative (SSVEC) aerial photography contribution letter to provide that SSVEC will contribute $25,000 to help offset the cost of the 2010 aerial photography project and, in exchange, will receive the 2010 aerial photography and a credit of $5,000 toward future acquisition of GIS data.
Background:
Cochise County has recently contracted with an aerial photography company, Photo Science, Inc., to acquire aerial photography for the entire county. Photo Science, Inc. was chosen because they were also contracted by the Federal government to acquire statewide aerial photography this summer and they could capture higher resolution aerial photography than the Federal contract at the same time in Cochise County at half the cost of a stand-alone project. In keeping with the fiscal considerations, we decided to solicit partnerships with other organizations in Cochise County to reduce the cost even more. These organizations utilize aerial photography much the same way as the County and they also acquire GIS data developed and maintained by Cochise County for their systems and applications.

If approved, the department will attempt to obtain other letters of commitment for contributions to help offset the aerial photography project costs.

Fiscal Impact/ Funding Sources: SSVEC will pay a $25,000 contribution to the County to help offset the cost of the project. As an incentive for participation, we offered a $5,000 credit toward future acquisition of GIS data that the County currently provides this organization. The GIS data credit would amount to 20% of their contribution to the aerial photography project. As existing users of County GIS data, this incentive presents an opportunity to partner with Cochise County to acquire aerial photography that would not be feasible to acquire on their own and receive GIS data that they currently utilize for both daily operations and long-term planning objectives.
