Approve allocation of previously budgeted $65,000 for Mansker property acquisition for site testing for recharge feasibility on Riverstone property.

Background:

The Flood Control District Board (FCD Bd) met on March 13, 2012 to discuss recharge projects in the San Pedro basin and went into executive session to discuss some possible future property acquisitions and County roles in them. It was generally discussed at that meeting that County had a legitimate interest in recharge and flood control projects and had opportunities for partnering on future projects with entities that might include Fort Huachuca, cities, The Nature Conservancy (TNC) and others. In December 2011, the FCD was awarded a Walton Family Foundation grant for the Palominas Recharge Pilot Project and has partnered with TNC and Fort Huachuca to acquire the Mansker parcel in Palominas. The FCD had previously budgeted $130,000 for property acquisition there for a flood control facility and shifted that funding into match for the grant. Through the partnership with TNC and Fort Huachuca, only $65,000 of that funding is necessary to contribute as County share for the property. The $130,000 would have purchased in fee about 50 acres for a facility and through the partnership, County will gain control of the entire 285 acre parcel for our match of $65,000.
I am asking the Board to approve allocating the remaining $65,000 that was budgeted for that acquisition toward on-site testing of a parcel that TNC has since acquired (called Riverstone) to move forward the analysis of the feasibility of that site for recharge. Since through the Palominas grant, we have already conducted site testing of Mansker, we can assist TNC with the scope of work and, with the $65,000, the actual testing and analysis to determine if and where recharge facilities there would be feasible. The Riverstone property is located close to the San Pedro River and north of Palominas; Ramsey and Carr Canyons converge on that property, and it is downstream from substantially developed areas south of the City of Sierra Vista.
I have discussed this with representatives of the Walton Family Foundation, who is also working closely with TNC on other recharge and water related projects, and they have no issues with this proposed change.

Department's Next Steps (if approved):

FCD will transfer $65,000 to TNC through an approved method.

Impact of NOT Approving/Alternatives:

The County would not be able to assist with the site testing on Riverstone to determine feasibility for recharge projects there.
