Adopt Resolution FCD 13-02 to approve a Federal Lands Grant Application to the Central Federal Lands Highway Division for improvements to the Ash Canyon Creek Crossing on Coronado Memorial Road.
Background:
MAP-21 (the federal transportation reauthorization bill) provided funds for transportation projects that provide access to Federal Lands. A request for projects was issued by the Central Federal lands Highway Division in January of this year. Grant criteria prioritized those projects that provide access to high-use Federal recreational sites or economic generators. Staff reviewed the Federal Land sites that are the County's highest tourist destinations and identified the county-maintained roadways that accessed them. This selection was then narrowed by screening out those that did not have obvious economic factors adjacent or within those sites, were not connected to major routes or had known cultural resource or environmental constraints.
A needed project was identified at the Ash Canyon Creek crossing located at milepost 1.73 on Coronado Memorial Rd. that met the grant criteria. Coronado Memorial Rd. provides sole access to the Coronado National Forest and the Coronado National Memorial Park. However, due to the 2011 Monument Fire the watershed of Ash Canyon Creek has been severely damaged. High stormwater flows have damaged this crossing washing away completely the concrete headwalls and apron. The culverts are also damaged and cannot carry the increased water flows. Flooding now tops over the roadway causing the roadway to be completely closed numerous times during monsoon season. There is no other reasonable route that can be used as a detour which these events occur causing travelers to be stranded on either side of this wash until the flooding subsides and County road crews can clear the roadway.
The proposed project would increase the size of the culverts to 48” diameter; replace the concrete headwalls and apron, raise the upstream edge of pavement and create a concrete dip crossing at this location.
The grant application deadline is February 28, 2013. An Arizona Programming Decision Committee, coordinating with Federal Land Management Agencies, will make project selections and schedule the approved projects into a 5-7 year funding program.

Department's Next Steps (if approved):
The County will submit an application for potential federal funds for this project. If selected, the County will enter into a Project Agreement with the Central Federal Lands Highway Division for initial scoping of the project. Once the project has been fully scoped out a project delivery plan and construction estimate will be completed and scheduled for construction.
Impact of NOT Approving/Alternatives:
The County will not submit an application for potential federal funds for this project. A lower cost interim alternative improvement, funded entirely by Cochise County, will be planned until funds are available for reconstructing the creek crossing.

This grant requires a 5.7 percent match and in-kind staff support to implement the project, if awarded. These funds will be provided from the Floodplain line item for drainage structure construction.
