Discussion and possible direction regarding the Light Pollution Code (LPC) update process currently being undertaken by the Planning Division.
Background:
This work session is intended to be an introduction to the proposed edits, clarifications, and additions to the current Light Pollution Code. Staff initiated this review, prompted in part by citizens’ concerns about very bright digital signs. These signs intrude onto neighboring properties and cause outsized light pollution of dark rural skies. This technology was just beginning to emerge in 2005, and wasn’t specifically understood or addressed when the LPC was last amended. The brightness of LED light bulbs and the impossibility of shielding digital signs using them will be discussed.
Staff has held two Task Force meetings, the first on January 16, 2014, with a second meeting on February 6, 2014. Staff also held a meeting for the Public on February 26, 2014, in an effort to ensure that all opinions were heard. Staff would like to present the results from these meetings, and will seek direction from the BOS on next steps.
