  1. Discussion and possible direction regarding proposed major update to include revisions and amendments to the Cochise County Comprehensive Plan.

Background:

This work session is to present the proposed updates to the policy document know as the Cochise County Comprehensive Plan.  Arizona Revised Statutes, 11-805M state that “A county comprehensive plan, with any amendments, is effective for up to ten years from the date the plan was initially adopted or until the plan is readopted or a new plan is adopted pursuant to this subsection and becomes effective.  On or before the tenth anniversary of the plan's most recent adoption, the board shall either readopt the existing plan for an additional term of up to ten years or shall adopt a new comprehensive plan as provided by this article.”  Cochise County re-adopted the current Comprehensive Plan on December16, 2003 as Resolution 03-88.
 
Staff has completed their review, discussion, edits, and revisions to this document, using the information gathered from the Public during the Envisioning 2020 process of community outreach.  Several amendments have been made since the last major review and update; however, this is the first all encompassing review of the language and policies contained therein.
 
Staff is seeking direction from the Board on both the contents of this plan, and a strategy to present the document to the Public in an outreach effort, to glean the public’s concerns and/or suggestions.  Currently, Staff is preparing to take this plan to Bisbee, Douglas, Willcox, Benson, and Sierra Vista to garner public input and opinion.
