Discussion amongst the Board of Supervisors and the Planning and Zoning Commission on the proposed revisions to the Cochise County Comprehensive Plan and subsequent Board direction
 

Background:

Staff received direction from the Board to schedule a joint work session with the Planning and Zoning Commission to provide an opportunity for mutual discussion on the proposed updates to the Cochise County Comprehensive Plan.
 
Arizona Revised Statutes, 11-805M state that “A county comprehensive plan, with any amendments, is effective for up to ten years from the date the plan was initially adopted or until the plan is readopted or a new plan is adopted pursuant to this subsection and becomes effective.  On or before the tenth anniversary of the plan's most recent adoption, the board shall either readopt the existing plan for an additional term of up to ten years or shall adopt a new comprehensive plan as provided by this article.”  Cochise County re-adopted the current Comprehensive Plan on December 16, 2003 as Resolution 03-88.  While never adopted into the Statutes, HB2145 was signed into law granting Counties an extension to July of 2015 for re-adoption.
 
Staff has completed their review, edits, and revisions to this document, using the information gathered from the Public during the Envisioning 2020 process of community outreach  Several amendments have been made since the last major review and update; however, this is the first all encompassing review of the language and policies contained within the Plan.
 
This work session will provide an opportunity for the Board and Commission to discuss the contents of this plan, and allow the Board to direct staff on incorporating the additional public input and opinion gathered via a series of public open house presentations and an online survey.

Place on Commission agenda for approval to be sent on to the Board of Supervisors.

Impact of NOT Approving/Alternatives:

By statute, the Board must re-adopt the existing Comprehensive Plan or an updated Comprehensive Plan by July 1, 2015.
