Approve the grant award from the Natural Resources Conservation Service (NRCS) to the Flood Control District for Emergency Watershed Repair due to Hurricane Odile for reimbursement up to $48,000 and authorize signature of required grant documents.

Background:

Recommendation: The County Engineer recommends that the Flood Control District Board approve the grant award and authorize staff to proceed with the grant funded activities.

Background:  Hurricane Odile severely damaged natural streams and affected residents in southern Cochise County. The Highway & Floodplain Division has been implementing repairs as we can and have pursued grant funding for assistance. The NRCS EWP (Emergency Watershed Protection) grant will allow placement of concrete K-rail to protect homes and wells damaged by the storm and threatened in the future because of debris left in the channels. Areas along Miller Canyon and Cave Creek are proposed for this treatment. We will also repair erosion control gabions around the Rucker Canyon bridge. This is a reimbursable grant that will cover 75% of eligible expenses. Because of time constraints and limited staff, we plan to contract all work. All proposed work has been field reviewed and approved by NRCS.  All work must be complete by January 15, 2015.

Department's Next Steps (if approved):

Floodplain staff will work with Procurement to contract for the materials and contractors necessary to accomplish the scope of work in the allowed timeframe. We will track, record and process reimbursement payment from NRCS when construction is complete.

Impact of NOT Approving/Alternatives:

Up to $48,000 in reimbursement will not be available for repairs to Rucker Canyon bridge or K-rail placement to protect homes and wells.

Floodplain staff will copy Board with all contract documents that we have been authorized to sign on the Board's behalf for this grant. This will include the grant agreement, and PSA(s) with contractors to perform the work.
