Presentation, discussion and direction on the proposed Buffalo Soldier Trail Extension Corridor.

Background:

This work session will provide a presentation on work completed to date on the proposed Buffalo Soldier Trail Extension from State Route 92 to Moson Rd.  A preliminary Design Concept Report is being conducted, and funded, through the SV MPO. A draft Alternative Analysis has been completed.  Prior to finalizing this analysis Board direction is desired related to the results of the prioritization findings,  cost implications of the recommended alternative(s) and what mechanism the Board prefers for making the final recommended selection (e.g. defer to the SV MPO TAC, selection by the SV MPO Board, joint selection by the County Board of Supervisors and SV City Council).
 
Once a recommended alternative is identified the next steps include the completion of an Environmental Assessment and development of Right-of-Way plans.  Right-of-Way easements will be required from the Arizona State Land Department.  A preliminary project schedule will be presented for the Board’s consideration and discussion. Implications of using federal funding will also be presented.  Board discussion and guidance on funding strategies for the project are desired.

Staff is seeking direction on the Board’s preferred process for selection of the final alternative, guidance on the Board’s preferred alternative and the Board’s preferences for funding mechanisms for the next phase of this proposed project.
