Discussion and possible direction regarding the purchase of a new Elections System.
Background:
The Elections Department experienced repeated problems with its aged equipment and election software management system during the 2014 elections. Given the higher (and steadily increasing) volume of Early Ballots mailed by voters, a new system is needed to ensure election integrity in future elections.
The Elections Department is conducting research into options for a new elections’ system, including alternative approaches to managing election activities. The Elections Director has sought advice and information from the Secretary of State, other counties/Election Directors; researched vendor offerings; met with the Procurement Department and the Information Technology Department to obtain their advice and concerns so that this project will be undertaken as a coordinated team effort.
The Elections Department wants to provide the Board with a brief synopsis of its findings to-date; present options for the Board’s consideration about managing elections and potential cost-savings; and get guidance from the Board as to which direction(s) to explore prior to setting out requirements for vendors to respond to. We would also like to discuss options for obtaining equipment: purchase, lease, finance, etc. and discuss the timeframe for acquiring, installing and implementing the new system.
