Adopt Resolution FCD 11-01, authorizing the FCD to pursue grant funding and partnerships for a Stormwater Pilot Project in Palominas.

Background:

On November 2, 2010 the FCD Board authorized acquisition of a portion of the Mansker parcel, approximately 30-50 acres, for a planned detention basin. The detention basin would be the last piece of a larger flood control project which includes a flood wall around Palominas Elementary School, the Palominas Channel and Culverts. The wall and channel are complete, the culverts are under construction and should be completed by July 11, 2011.

The funding for the acquisition is $130,000 and is approved in the FCD 10/11 budget and work plan.

Since November, the County has hosted a Stormwater Conference whose attendees targeted the Mansker tract and the detention project as a natural partner for a pilot project demonstrating flood control detention, along with recharge of increased flows due to development. There are interested potential partners who could significantly leverage the $130,000 budgeted for acquisition. These partners could contribute to acquisition and to design, construction, operation and monitoring of additional recharge facilities at this site.

It is anticipated that the results of the pilot project will inform future County policy on Stormwater management. It will also provide data that will quantify the cost/benefit of storm water recharge.

The FCD has prepared a preliminary project scope and budget for such a pilot project and with the Board’s approval can apply for grant funding and partner on acquisition of the parcel.

Department's Next Steps (if approved):

Staff will:
1. Pursue partnership for parcel acquisition.
2. Pursue grant funding for recharge portion of project.
3. Begin pre-design tasks for detention project already approved in FY 10/11 budget (topo mapping, environmental permits, infiltration testing).

Impact of NOT Approving/Alternatives:

FCD wil not pursue partnerships for larger project. Leveraging of FCD funds will not be possible. Right-of-way acquisition for detention project may be jeopardized.
