Accept the 2015 Pre-disaster Mitigation Grant to fund the 5-year update of the Cochise County Multi-Jurisdictional Hazard Mitigation Plan in the amount of $34,125 for the period of May 29, 2015 to October 30, 2018.
Background:
Cochise County Office of Emergency Services applied for and received the 2015 FEMA Pre-disaster Mitigation Grant to fund the required 5-year update of the County's Multi-Jurisdictional Hazard Mitigation Plan (HMP). The HMP document outlines the major natural hazards affecting the county and lists mitigation projects to address these hazards. A HMP not only provides guidance for county-wide mitigation efforts, it is also required for post-disaster recovery and hazard mitigation assistance. Currently Cochise County and several municipalities within the county are benefiting in over $1M in post-disaster funding resulting from the 2014 Hurricane Odile flood damage. Without a HMP, the county would not be eligible for this funding. The current HMP expires in 2017. Approval of this grant will provide 75%/25% funding to update the plan in time for the 2017 deadline.
Department's Next Steps (if approved):
Once approved, OES and Highway/Floodplain will work with procurement to contract a consultant for the HMP planning process. The entire project should take approximately 14 months.
Impact of NOT Approving/Alternatives:
Alternative 1: Allow the Hazard Mitigation Plan to expire resulting in a loss of disaster funding opportunities.
Alternative 2: Pay for the plan update 100% from County funds.
Alternative 3: Attempt to do the plan update in-house, severely taxing Highway/Floodplain and OES personnel resources. In-house personnel costs will far exceed the 25% grant match.
