Adopt Resolution 11-25 declaring a state of local emergency in Cochise County regarding both the Horseshoe Two Fire and the Monument Fire, and requesting that the Governor also declare a State of Emergency.
Background:
WHEREAS, A.R.S. § 26-311 authorizes the Board of Supervisors, Cochise County, Arizona, to proclaim the existence of a local emergency when Cochise County is affected or likely to be affected by a disaster that places people or property in peril; and
WHEREAS, two large wildfires are blazing in Cochise County. The first broke out in the Chiricahua Mountains in the Coronado National Forest on 8 May 2011 and is called the “Horseshoe Two Fire” and a second fire began on 12 June 2011 in the Coronado National Memorial / Coronado National Forest and is called the “Monument Fire”; and
WHEREAS, the Cochise County Board of Supervisors previously declared a State of Local Emergency for the Horseshoe Two fire in Resolution 11-23 dated 7 June 2011; and
WHEREAS, over 65 structures including 40 homes have been lost or damaged as a result of the fires; and
WHEREAS, the fires continue burning uncontrolled at this time, and are currently threatening additional homes, businesses and public infrastructure; and
WHEREAS, County resources, equipment and personnel have been deployed, including sheriff’s deputies, road crews and equipment including water tankers and motor graders to assist with evacuations, security and fire fighting activities; and
WHEREAS, federal and state fire suppression resources have responded and are currently working to suppress the fire; and
WHEREAS, Arizona State Department of Forestry have received Fire Management Assistance Grants from FEMA for the Horseshoe 2 Fire and for the Monument Fire. These federal assistance grants will support the reimbursement of costs associated with suppression of the fires being directed by the Incident Management Teams; and
WHEREAS, additional state support for emergency protective measures and response efforts currently being conducted by the county are of a demonstrated need at this time.
NOW THEREFORE, the Cochise County Board of Supervisors hereby declares a State of Local Emergency regarding both the Horseshoe Two Fire and the Monument Fire; and
the Cochise County Board of Supervisors hereby request that the Governor also declare a State of Emergency to support the citizens impacted by these fires.
