Adopt Resolution FCD 16-02 for the Flood Control District to provide up to $25,000 cash and/or in-kind match to The Nature Conservancy if a Healthy Watersheds grant for Bella Vista recharge project is awarded to them in 2016.

Background:

Cochise County, City of Sierra Vista and The Nature Conservancy partnered on Phase I engineering analysis of Bella Vista to investigate feasibility for recharge projects. Phase I is complete and currently one recharge project is feasible with UER (Urban Enhanced Runoff) that is available. Phase II investigation and conceptual design is now needed.  The Nature Conservancy has applied for a Healthy Watersheds grant. If awarded, Cochise County would provide technical oversight.  Floodplain staff is recommending that the Flood Control District also provide up to one half of the required match for the grant. The Nature Conservancy has committed to provide the other half.  If the full grant amount of $200,000 is awarded, the required match would be $50,000 (cash and/or in-kind match).
