Discussion and possible direction regarding the proposal to amend the conservation easement on the Mansker Property (that portion of the Palominas Recharge Project that lies west of Palominas Road) to allow for equestrian events and other recreational uses.

Background:

Jana Flagler, a local attorney, on behalf of the Southern Arizona Eventing Association has proposed to license a portion of the Mansker parcel for equestrian eventing.
 
Karen Riggs has been involved and has reviewed the proposal to make sure that the proposed use would not impact the recharge project at Mansker.  Britt Hanson has also been involved, coordinating the request, reviewing the Conservation Easement to see if the equestrian use has been allowed, and discussing the proposed use with The Nature Conservancy, which holds the Conservation Easement.  The Nature Conservancy finally determined that although the proposed use would be acceptable, the Conservation Easement would need to be amended to allow it.  They have proposed language, which will be discussed during the work session.
 
Jana Flagler will provide a presentation to the Board to show what is involved in equestrian eventing and what facilities they will need.
 
Because of the need for facilities for eventing such as parking and bathrooms, if the Board allows the equestrian eventing, there will not be room for a County facility at Mansker.  (Recall that the Conservation Easement, as it is currently written, would allow the County to establish a County facility at Mansker such as a road yard).
