Approve Contract with JE Fuller for Ephemeral Stream Flow Monitoring Project for stations at Palominas, Riverstone Ranch, and Bella Vista Ranch.
Background:
~A monitoring network using remote stilling well stations is proposed for several stream channels within the Sierra Vista Subwatershed of the Upper San Pedro River to monitor stream flow for a period of time prior to the design and construction of additional groundwater recharge facilities intended to capture stormwater runoff. This will allow for better estimation of stream flow characteristics in response to precipitation and improve predictions of potential available groundwater recharge volumes.
Department's Next Steps (if approved):
Staff will coordinate with JE Fuller to start implementation of the Ephemeral Streamflow Monitoring Project.
Impact of NOT Approving/Alternatives:
If not approved, the FCD will not pursue the Ephemeral Streamflow Monitoring Project and grant monies will have to be returned.

Fiscal Impact & Funding Sources (if known):
Ephemeral Monitoring Project estimate is $96,965. Of the said estimate, TNC has allocated $29,515 of a $70,375 Private Grant Agreement approved by the FCD on April 12, 2016. The remaining $40,860 from the grant agreement is set aside for future recharge projects. The majority of the $67,450 remaining from this project estimate will be paid by previously approved project funds. $59,053 of the project estimate will be paid out of carry over money from the Bella Vista and Riverstone projects. Interest funds earned from the Walton Family Foundation donations ($8397) will complete the source funding.
