Approve Professional Services Agreement with JE Fuller Hydrology & Geomorphology, Inc. for the Bella Vista Ranch Phase II Aquifer Recharge Feasibility Study in the amount of $223,323.

Background:

~~On December 15, 2015 the Flood Control District Board (Board) approved a grant award agreement with The Nature Conservancy (TNC) in which a portion of funds were approved to support an Ephemeral Streamflow monitoring network and a portion to support technical analysis, feasibility and conceptual designs for future recharge related projects. On August 30, 2016 the Board approved an increase in funds to the agreement (AZFO-151124) with TNC for both the Streamflow monitoring and Regional Aquifer Recharge analysis/feasibility/design networks.  JE Fuller will provide Professional Services to support the Bella Vista Ranch Phase II Aquifer Recharge Feasibility Study. 
TNC and the Walton Family Foundation have been working with Cochise County to design & develop a Regional Aquifer Network to sustain riparian health within the San Pedro River.

Department's Next Steps (if approved):

~~Staff will continue partnership with JE Fuller to start implementation of the Bella Vista Ranch Phase II Aquifer Recharge Feasibility Study.

Impact of NOT Approving/Alternatives:

~~If not approved, the FCD will not pursue the Bella Vista Ranch Phase II Aquifer Recharge Feasibility Study and grant monies will have to be returned.

~~TNC increased a grant, awarded to Cochise County, from $70,375 to $132,950 to perform additional Ephemeral Stream Monitoring and perform additional studies for the Aquifer Recharge Network. $91,935 of the total agreement, if approved, shall be used for the Bella Vista Phase II, Aquifer Recharge Feasibility Study. The remaining funds ($131,388.00) will be County matching funds, per grant agreement.
