Discussion and possible direction regarding the Law Library Re-Engineering Project.

Background:

As part of the court’s strategic plan, we recognized the need to revisit whether the standard functions and services of our Law Library were or soon would be obsolete.  The court sought and received funding from the State Justice Institute to hire consultants to assess our law library operations and to recommend ways to improve service. They have worked with us over the past several months and have made 39 separate recommendations to enhance access to justice for the citizens of Cochise County.   Our service model is moving away from a historic walk-in library service model with a reliance on books and with the legal community being the customer towards a Self-Help Center model that primarily serves Self Represented Litigants.  This approach will complement in person walk-in services available at the Old Bisbee Courthouse with new service access points available throughout the County. There will also be a greater reliance upon electronic legal research tools and the website.  
 

Department's Next Steps (if approved):

Increased awareness of the court’s re-engineering efforts.  Approval from the BOS to repurpose some of our existing FY16-17 budget allocation to create a new position to help the court develop and implement these new services.   Cost savings from an expiring book contract will cover the cost of this position.  No additional County funds will be needed.
