Discussion and possible direction on Federally funded major road projects; especially Davis Road.

Background:

Justification / Executive Summary: Cochise County received a Congressional earmark in 2005 ($2.6 M) for Davis Road improvements. Since that time the county has received additional State Transportation Program (STP)/Federal funds ($3.4 M) to construct three safety alignment/drainage improvement projects on Davis Road between milepost 5 and 13.1. Using Federal funds requires meeting Federal project guidelines (administered by ADOT). One of the projects, Milepost 9.9, has had construction bids opened and is scheduled for construction contract to be approved by the State Transportation Board on November 18th. However, a required archaeological data recovery activity is not yet complete. Given the long history of this project, multiple funding sources over time and the prospect of additional county funding required beyond what has been approved, staff needs to update the Board and seeks direction.
 
Proposed Outcome: Direction on which options to move forward with regarding;
  1. current Archaeological data recovery efforts,
  2. planned construction on 9.9  (planned for January 2017),
  3. planned construction on mileposts 5 and 13 projects (within 1-4 years)
  4. Future Federal funding of County transportation projects in general
