Approve Community Development Block Grant (CDBG) award #136-17 from the Arizona Department of Housing for repairs to the Southern Arizona Children’s Haven effective March 15, 2017 to July 1, 2018 in the amount of $247,103.
Background:
One public hearing was held on January 26, 2016 as required by federal law to select projects for consideration of funding. A work session was held on February 9, 2016, and a final public hearing was conducted on March 8, 2016 to adopt Resolution 16-08
After another project was determined to be ineligible for funding under HUD guidelines, the Board unanimously voted to award funding for the following repairs to the Southern Arizona Children’s Haven located at 721 N. Gonzales Blvd, in Huachuca City, AZ:
The block building, constructed in 1984, is 4500 square feet on a one acre parcel. It contains 11 bedrooms, 4 bathrooms, staff offices, dining and living area, and an outdoor playground. The Cochise County Children's Center was closed in August of 2014 after serving our community for 25 years. Today, there is no facility in the County to temporarily house children in crisis.
In late 2015 the facility was purchased by a non-profit organization with the intent of re-opening the facility. The service would be the same: to provide crisis care after a domestic dispute or other chaotic family situation for any child in need. The only mission of the facility will be to house displaced children on a temporary basis, until a permanent living arrangement is completed.
The facility sustained serious interior damage after an arson fire occurred on January 22, 2016. This grant will be used for arson remediation repairs and will bring the building up to the standard it was before the fire – and enable the center to open to house up to 16 children at one time.
The following construction work needs to be performed in order for the facility to open:
•Electrical and plumbing upgrades
•Remove and replace windows and skylights
•Provide new insulation, drywall
•Replace some interior doors, hardware, shelving and trim
•Install fire alarm
•Painting, flooring, millwork.
•Install block security fence (optional if funds are available)
Cost of the project is $215,103 with an additional $32,000 awarded for direct administration overhead costs to run the construction project. There is no county match required.

Department's Next Steps (if approved):
Two originals of the Grant Agreement will be provided to the Clerk of the Board. After formal Board approval and appropriate signatures, please return both (two) signed originals to Lisa Marra. After the Az. Dept of Housing has signed and returned one original, it will be forwarded to the Board office for record.
Work with Procurement to establish scope of work, obtain bids, award contract, manage grant and monitor progress of the project until completion.

Impact of NOT Approving/Alternatives:
If this Grant Agreement is not approved, the County will lose State approved CDBG entitlement funding and the repairs to the Children’s Haven will not be completed. We will also lose CDBG funds for this three year cycle.
