Discussion and possible direction regarding the CARe Court.
Background:
In 2015, a problem solving court was established in the Justice Court Precinct 5 (Sierra Vista) to provide comprehensive case management services to offenders who have a treatable problem related to their criminal behavior. Typically, the problem is mental health, although sometimes substance abuse is an issue.
The goal of the process is to engage the offender to participate in treatment, with the expectations that this will reduce incarceration and recidivism.

Department's Next Steps (if approved):
Mental health is a major issue affecting the courts, the jail and the community at large. The proposed outcome is to create and enhance awareness of a program which is effectively making a difference in addressing mental health. This program started as a pilot and has proven effective. At this time, the court lacks the funding to make this program available county wide.
