Approve the grazing lease on Riverstone property with Mr. Lee Wood for the period of April 15, 2017 to April 15, 2018 according to the terms of the attached lease, for the annual rental amount of $1,200.

Background:

Riverstone Ranch is an 1800 acre parcel located east of Moson and Alhambra roads and west of the San Pedro River and the San Pedro River National Conservation Area (SPRNCA).  The parcel was purchased by The Nature Conservancy (TNC) with the purposes of restricting water use in the future and for a possible recharge project in the future.  Title to that property has been transferred to Cochise County (accepted by Board of Supervisors in December 2016).  There is a current grazing lessee on the property and the Flood Control District is handling the grazing leases on recharge properties (since the district also manages the design, construction and operation of recharge projects).  The current lessee desires to renew the lease, the district agrees it would be beneficial for the County to lease the grazing to him. The term is for one year with options for automatic renewal. I recommend approval of the grazing lease until April 15, 2018 with Mr. Wood.
 

Department's Next Steps (if approved):

Manage the lease renewal throughout the fiscal year and recommend changes if necessary for the next fiscal year.

Impact of NOT Approving/Alternatives:

The County will not have a lessee in place on the property, will not get the benefits of grazing and would expect higher rates of property damage and vandalism.
