Adopt Resolution 17-05 authorizing staff to apply for a planning assistance for rural areas grant, through the Arizona Department of Transportation, in joint partnership with the City of Benson for a feasibility corridor study in the Benson growth area.
Background:
Cochise County was approached by the City of Benson with a request to support a joint application for a Planning Assistance for Rural Areas (PARA) grant to conduct a Feasibility Corridor Study in the Benson growth area. The proposed Feasibility Study would take a detailed look at two key extensions to the Ocotillo Rd, and Post Ranch Rd. corridors.
If awarded, this study would identify an alignment for two extensions of key corridors connecting the Benson city center to the future Villages at Vigneto development. Development Agreements made by the City of Benson with the planned development provide funding for capital improvements in the southwest Benson area. Portions of both extensions are within unincorporated Cochise County; however, this area is potentially within future annexation areas for the urbanizing fringe of the City of Benson. This joint grant proposal would be submitted through SEAGO and the City of Benson would be the primary local agency lead on this PARA grant project, if it is awarded.
Fiscal Impact & Funding Sources: The PARA grant program provides 100 percent funding for rural area planning activities. There is no match requirement. Funding is through the Arizona Department of Transportation.

Department's Next Steps (if approved):
Staff will support the City of Benson’s work effort to complete and submit a PARA grant application by May 31st for consideration in the next fiscal year funding cycle. If awarded, this study would begin in early 2018 and be completed within 9 to 12 months.
Impact of NOT Approving/Alternatives:
Staff will not work with the City of Benson to submit a joint grant application for this proposed Feasibility Corridor Study this year.

Obtain signatures of the Chair and Clerk of the Board, return one signed copy to Karen Lamberton, County Transportation Planner, for submittal with the grant application. Second signed copy remains with the BOS for your records.
Finance advised 5/11 that a grant approval form is not needed for this item because grant funds will not be directly given to Cochise County to administer. All grant funds managed by ADOT, no match funds required thus no actions needed by Finance to track or administer this grant, if awarded.
