Approve grant agreement No. AZFO-170530 between The Nature Conservancy (TNC) and the Cochise County Flood Control District for additional recharge monitoring for the Ephemeral Stream Flow Monitoring and Palominas Recharge Projects in the amount of $92,000 for the period of June 27, 2017 through June 15, 2019.
 

Background:

Initial grant funding ($70,375) for Ephemeral Streamflow Monitoring (ESM) as well as funding for the Bella Vista Phase II recharge related project (agreement AZFO-151124) from TNC was approved by the Flood Control District Board (the Board) On December 15, 2015. The Cochise Conservation and Recharge Network (CCRN) was formed just after the initial funding to guide and coordinate efforts of those projects and funding available for them.  Cochise County was one of the founding members of the CCRN. Additional funding ($62,575, Amendment #1) was granted by TNC to add $11,500 for groundwater monitoring and reporting to the ESM contract and add $51,075 to the Bella Vista Phase II contract. This additional funding from TNC increased the original agreement (AZFO-151124) to $132,950.  Amendment #1 was approved by the Board on September 27, 2016.

Department's Next Steps (if approved):

Staff will coordinate with the CCRN to continue Ephemeral Streamflow Monitoring, Groundwater Monitoring and Palominas Yr-4 recharge Monitoring projects.
 

Impact of NOT Approving/Alternatives:

If not approved, the FCD will not be able to continue monitoring the recharge projects and grant monies will have to be returned.
