Approve Agreement with Jake Kartchner and Mike Magoffin for equine service in the amount of $1,000 each annually for use of their own horses, supplies, and feed associated with this service with automatic annually renewals subject to the termination terms.

Background:

The Sheriff's Office established a Ranch Patrol unit to assist in the detecting and deterrence of criminal activity.  Two deputies are assigned to this unit.  They are responsible to meet with members of the ranching community to address their unique concerns.  As a tool to help them reach remote areas which are inaccessible by truck, the ranch patrol deputies travel on horseback.  The Sheriff's Office doesn't own horses, therefore they utilize their own horses and gear.  This arrangement significantly improves the sheriff's office ability to quickly respond to criminal activity in remote locations.

Impact of NOT Approving/Alternatives:

If the contract is not approved, the Sheriff's Office ability to quickly respond to criminal activity in remote areas will be impacted.  The horses are also used to patrol rough or mountainous terrain.  It allows us to cover more area while searching for signs of smuggling or other criminal activity.  We also use the horses to support our SABRE team which operate in the same areas.  If our personnel are injured or need support while they are in remote areas, horses are one means of quickly getting to them.  Horses allow us to get more work done with the limited personnel available.  If the contracts aren't approved and the Sheriff's Office were to purchase our own horses and necessary equipment, stables, feed etc... the cost would be many thousands of dollars for than the cost of moving forward with these agreements.
